The merchants and property owners requested to levy a one mil tax on properties in the district
and establish a governing body of downtown to increase the parking and commerce for the
district. These funds were used to study and build parking for customers and employees.
The creation of a Downtown Development Authority was spearheaded by then-Delray Beach
Chamber of Commerce President, Roy Simon. A committee was organized to create a DDA. The
Florida State Legislature passed into law House Bill 1250 (which was reviewed and codified in
2003 as House Bill 2003-314). This established the DDA and powers of the organization, board
and authorized that one mil of its property value be taxed to fund revitalization and promotional
efforts in the DDA District.
